Amazon is spreading its e-commerce systems across more AWS regions as power constraints squeeze its biggest data center hubs

Amazon is rebuilding how its retail business runs on AWS, spreading e-commerce systems across more regions at smaller scale and shrinking its footprint in hubs like Northern Virginia and Dublin, according to internal documents obtained by Eugene Kim at Business Insider. A 2025 planning doc said retail teams were leaving Dublin “to mitigate expansion risk due to AWS power constraints.” Region Flex, as the project is called, is an S-Team goal, and the grocery business alone has more than 100 software migrations planned. Splitting workloads up costs more, since services shifted from Dublin to Frankfurt and Zaragoza face infrastructure costs 10% to 15% higher, plus $90M in one-time spending budgeted for 2025. A spokesperson confirmed it but called some details in the documents inaccurate.
