Europe has produced almost no frontier developers and leans on models from OpenAI, Anthropic, and Microsoft, leaving Mistral as the region’s one real shot at a homegrown frontier model. Kristian Kersting, an AI professor at TU Darmstadt, called Dario Amodei’s proposals regulatory capture, since a handful of companies would define what counts as dangerous, choose their own inspectors, and win an exemption from competition law. France’s finance minister, Roland Lescure, said he sees plain self-interest in holding back everyone trailing the leaders.
