Sen. Mark Warner released a discussion draft of the AI AGENT Act, called the first draft federal law aimed at the power of AI agents, according to a Tech Policy Press analysis by Rutgers law professor Ellen Goodman. One part would require large online platforms with at least 50 million US customers, like Amazon, Google, Meta, and Apple, to build an interoperable interface so any outside AI agent a consumer picks can act on it, for instance handling purchases on Amazon instead of Alexa. Another part would make a platform’s own agent owe users a duty of care, with providers registering agents with the FTC, protecting data, and not acting against the user’s interest. No proven way yet exists to audit whether an agent stayed loyal, Goodman notes. This remains a discussion draft, not a bill headed for a vote.
