PRC restricts USPS to single annual rate hike for Market Dominant mail

The Postal Regulatory Commission approved rules limiting USPS Market Dominant rate increases to once per fiscal year. The order, which takes effect March 1, 2026, also tightens regulations on workshare discounts to ensure they align more closely with actual cost savings for the agency. Although the USPS retains its overall rate authority, the Commission dismissed claims that the frequency cap would significantly impact revenue, while noting that competitive products remain exempt from the new restrictions.
