Justice Department has cleared federal employees to download TikTok onto government devices, ruling that a 2022 law barring the app from federal hardware no longer applies now that ByteDance has transferred control of U.S. user data and operations to the joint venture TikTok USDS. American and global investors hold 80.1% of that venture against ByteDance's 19.9%, a minority stake the department said makes no practical difference, and Oracle, one of three main investors, secures the recommendation algorithm in its U.S. cloud. DOJ's memorandum opinion to President Donald Trump said the current version of TikTok poses no risk, leaving downloads to each agency's discretion.
