TikTok Shop’s Smart Promotion now charges sellers a fixed 3.5% of all GMV, rising to 4.5% during major campaigns, with campaign access gated behind enrollment

TikTok Shop published a program guide for Smart Promotion, its centralized seller marketing system, formalizing a fixed fee of 3.5% of total store GMV during normal periods that rises to 4.5% during major campaigns like Black Friday. The model replaces a legacy co-funded structure that charged variable rates on discounted orders, which most sellers left in March, and in return guarantees enrolled sellers at least a matching rate in platform-distributed discounts or automatic Ad Credits to cover any shortfall. The catch is that enrollment is now mandatory to access TikTok Shop’s biggest promotional events, including Flash Sales, Super Brand Day, and other brand campaigns, so unenrolled sellers are locked out of the platform’s highest-traffic moments. TikTok Shop says more than 60% of enrolled sellers saw GMV grow 20% or more after joining, though it published no methodology behind that figure.
