Amazon stops using NDAs with local officials on data centers and pledges $1B to host communities as over 100 moratoriums loom

Amazon no longer signs nondisclosure agreements with local officials on its data center projects, AWS CEO Matt Garman said in a blog post. The change follows governors in Pennsylvania, Massachusetts, and Delaware restricting those deals, a bipartisan House bill to ban them, and letters this week from Rep. Jamie Raskin asking Amazon and three rivals how they use them. Amazon hasn’t said whether the policy covers contractors, which have signed NDAs with county officials on its behalf. Garman also pledged $1 billion over five years for free community college, job training, and energy upgrades in towns that host Amazon data centers, writing that more than 100 data center moratoriums under consideration across the US could cost the country the AI race.
