USPS Delays Non-Compliance Fee for Parcel Dimension Rule Until 2027 After Seller Pushback

USPS is taking a phased approach to its new Parcel Dimension Compliance rule, which will require accurate length, width, and height on all commercial manifested parcels starting July 12, 2026, but is deferring the $3 per package non-compliance fee for smaller shipments until a tentative Phase Two in early 2027 after public comments raised concerns about the rule's impact on business shippers. During Phase One, the existing non-compliance fee will continue to apply only to parcels exceeding 1 cubic foot or 22 inches in length, giving USPS time to evaluate systems and establish standards around dispute resolution, measurement tolerances, and exceptions before broader enforcement begins. The delay likely reflects USPS sensitivity to layering additional fees on top of its recently proposed 8% fuel surcharge, both of which are set to take effect on the same July 12 date.
