Sen. Schiff drafts bill to codify Anthropic’s AI red lines on autonomous weapons and mass surveillance

Sen. Adam Schiff (D-CA) is drafting legislation to prohibit the military from using AI for fully autonomous weapons and mass domestic surveillance, following the Trump administration's decision to blacklist Anthropic after the company refused to allow such uses of its models. Sen. Elissa Slotkin (D-MI) has already introduced a related bill, the AI Guardrails Act, which restricts the Defense Department from using AI to detonate nuclear weapons or track people in the U.S. without human oversight, while outlining conditions under which the Defense Secretary can notify Congress of extraordinary circumstances. Schiff told The Verge he prefers statutory requirements over relying on Pentagon compliance or CEO commitments, saying he would have “a lot more confidence” in codified law than in either party's word.
